How we calculate

Methodology and data sources

This calculator estimates the total US duty stack on Chinese building-material imports subject to active AD/CVD scope orders. Anti-dumping (AD) and countervailing duty (CVD) rates come from the most recent Federal Register continuation orders (2024 to 2026) — our antidumping primer for Chinese porcelain tile and alternatives walks through why the 496% stack pushes most importers to Vietnam, India, or Mexico. Section 301 follows USTR List 3 (plus 25 percent on most building materials). Standard duty comes from the USITC Harmonized Tariff Schedule 2026; the HTS codes and duties guide for porcelain tile explains how 6907.21 classification interacts with these rates.

Alternative-country FOB ranges are anonymised midpoints from Q1 to Q2 2026 quotes collected from Nexo verified suppliers across Vietnam, India, Mexico, Italy, Spain, and Indonesia. Mexico is computed at 0 percent duty under USMCA where the rule of origin is satisfied.

CRITICAL: Cash deposit rates are exporter-specific. The calculator uses the "all-others rate" published in each continuation order. Confirm the supplier-specific cash deposit rate at USITC, or work with a licensed customs broker, before committing capital. New exporters can request individual rates via the annual administrative review.

Estimates are NOT legal or customs advice.

Frequently asked

Frequently asked questions

  • What is the antidumping duty on porcelain tile from China?

The combined AD + CVD rate on Chinese porcelain tile is 496.08 percent (137.27 percent AD + 358.81 percent CVD), per the March 2026 Federal Register continuation order. Section 301 List 3 adds another 25 percent. Total effective duty exceeds 520 percent of FOB value for most exporters.

  • When did the porcelain tile antidumping order start?

The original AD/CVD order on ceramic and porcelain tile from China became effective June 1, 2020. The Department of Commerce continued the order on March 2, 2026 after a 5-year sunset review found dumping would likely continue if the order were revoked.

  • Is there an antidumping duty on Chinese quartz countertops?

Yes. AD is 169.78 percent and CVD is 178.99 percent on Chinese quartz, totaling 348.77 percent. Plus Section 301 25 percent. Quartz from China is rarely cost-effective despite low FOB prices. Most importers source from India, Vietnam, or Spain.

  • How do I avoid antidumping duties on Chinese imports?

Source from countries not subject to AD/CVD: Vietnam, India, Mexico, Indonesia for tile and quartz; Vietnam, Malaysia, and Mexico for cabinets. Transshipping through a third country to disguise Chinese origin is illegal and triggers heavy penalties including seizure.

  • What is the difference between antidumping and countervailing duties?

Antidumping (AD) targets foreign companies selling below fair market value to harm US producers. Countervailing (CVD) offsets unfair subsidies from foreign governments. Both can apply at the same time and stack with standard duty plus Section 301.

  • Do AD/CVD rates change?

Yes. Rates are reviewed annually through administrative reviews and continued or terminated every 5 years through sunset reviews. New exporters can request individual rates. Always verify the current cash deposit rate at USITC or with a licensed customs broker before committing.

  • Which Chinese exporters have lower AD rates?

Some exporters got individual lower rates during the original investigation. Cooperative exporters typically got rates between 50 and 80 percent, while non-cooperative or PRC-wide entity got 100 percent plus. The all-others rate published in the order applies to companies not individually reviewed.

  • What's the cheapest alternative to Chinese porcelain tile?

Vietnam at FOB 4 to 9 dollars per sqft and India at FOB 5 to 10 dollars per sqft are typically cheapest, both without AD/CVD. Mexico via USMCA has 0 percent duty but higher FOB. Italian and Spanish tile is premium (10 to 30 dollars per sqft) but no duties either.

  • Does Section 301 stack with AD/CVD on Chinese imports?

Yes. Section 301 List 3 (plus 25 percent on most building materials) is added on top of AD/CVD plus standard duty. Total duty stack on Chinese porcelain tile can exceed 520 percent of FOB value.

  • How does Nexo source non-Chinese alternatives?

Nexo has verified supplier relationships in Vietnam, India, Mexico, Italy, Spain, and Indonesia for tile and quartz; Vietnam and Mexico for cabinets and vanities. Contact info@bahele.com or +1 305 680 1959 for a curated shortlist matched to your project specs.
